The chassis is a Tatra, originally from the Czech Republic, but thats about all I can tell you.

And the machine is a Fuchs, a very popular make among material handlers for scrap yards etc.
But I have never seen one on such a chassis. Fuchs are usually "rubber duck style" machines but with massive (not inflated) rubber tires for puncture protection and outriggers for stability.

Hymac marketed a 580 mounted on a Bedford RL chassis and the idea of mounting a hydraulic excavator on the back of a truck I beleive originated in the States but I have never come across a truck mounted material handler before? :o

The first one is a Gradall with its typical triangular boom section.
The second one is a Badger 460 HYDRO-SCOPIC:
