M40 Track loader

This has been bugging me for years.
Does anyone know the story behind the track loader beside the M40 in Warwickshire? It seems like it's been there since the north end of the M40 was opened - I just don't ever remember it not being there.
If a LandRover doesn't leak oil, it's run out.

According to google's satellite maps it's still there, southern side of the M40 between the A3400 turn and the Nuthouse Road bridge by a pond, or for the tech buffs 52.336886, -1.783086.
It reminds me of the old Leyland Martian beside the M5.
If a LandRover doesn't leak oil, it's run out.
