It can easily happen. Fortunately there isn't much to burn on the back of a low loader. I once had to drop a load of waste paper on the A4 in a bit of a hurry when that went up!
the danger is not a brake locking on. That will stop the vehicle. It is a brake that is adjusted up too much so that it just drags, causing friction and high temperatures without the driver being aware of it.
