JCB 214e Hydraulic Flow Issue

Good day all,
I have a 2002 JCB 214e and upon dropping newly rebuilt engine back in, found that it wouldn't start with the main hydraulic pump connected. Back in October, I threw a rod through the block and the unit had issues starting back then as well and the problem was getting progressively worse leading up to the rod failure but we didn't think it had anything to do with hydraulics back then since the machine did start albeit rough and all of the controls work just fine.
With the main hydraulic pump shaft disconnected from the engine, the engine turns over with ease and starts incredibly quickly and runs very smooth. With the pump connected, it turns over very hard, will not start at all and the battery drains very quickly. We found that if we disconnect the hose coming from the top of the oil cooler into the main suction line, the engine will start but once we reconnect the hose it stalls again.
Taking the cover off of the hydraulic tank, we could not see any oil flowing in or out of the tank. When we cracked the fitting on pressure side of the main hydraulic pump and turn the engine over, oil sprays out like crazy so we know the pump isn't bad.
Seems like there is a relief valve that is stuck somewhere...has anyone dealt with anything like this before? We were able to lower and raise the landing gear for the unit by starting with suction line cooler hose off and grabbing the landing gear control and putting the cooler hose back on. Doesn't seem to be a lot of oil flow through the oil cooler either and the oil that does flow seems to be absolutely loaded with air bubbles.
