Hi Shane and welcome  sorry I can't give you much advice but I would start by getting the hydraulic fluid pressure to each side of the steering ram measured first, daft question here but is the ram 100% straight? Just a couple of ideas to run past you.

Is this the type with a spool operated by the drag link?

yes the ram is straight I think it may b the steering box. I disconnected the ram at one end it goes in and out with a little help. I have bean tool there's a butterfly in the end of the ram to move the ram in and out.so I might have to strip it down to find the problem .

A spool is a control valve that lets hydraulic fluid flow to the ram in each direction as required; a drag link is usually the bit that connects the steering box or ram to the axle on the one side of a machine.
