I have never been into the axles on this type, never needed to. Even on quite old and well worn dumpers the brakes were sharp. I can't think that if the internal mechanism has failed it would be on both sides. You could do with some exploded diagrams. I assume the levers operate some kind of cam that actuates the disc brake components. I guess it might be possible that with disc and plate wear the handbrake mechanism might go over centre, as it were. I would still try to operate the levers manually if possible before removing the axle trumpets. Tip the skip and prop it securely might make having a fiddle.

Been there I to s pull the axel to bits time .big job . Try changing the axel oil someone might have put the wrong oil in it .. there might be a label on the axel housing telling what model it is . The axel manafacture is great to deal with. .
