My engine is fitted with excess fuel position on as per your diagram, the problem I have is the speeder spring I beleive is slightly stretched hence when
the engine is cranked over the govener moves the pump from the excess fuel position to the run position too soon( reason for shim) . Different builds of st's are fitted with a cold start plunger for a oil/ derv mix on the inlet manifold, my engine is not hence for cold start crank engine 20 revolutions before dropping decompressor. Hope that that makes it a bit clearer.

Well....just to wrap this up, Yes, turning the cold start makes a big difference. Not quite good enough to hand start, but it starts easily on the starter. That is good enough for me!
