Gas powered for sure. Crazy that the head ache board hoists the tanks. Maybe it's a water truck? Or maybe the gas is used to super heat the box? Fuel tank looks funny also.

Had the text translate by a Russian speaking relation : according to him it is a group of gas cylinders , the engine runs on (natural) gas or LPG .
Perhaps the engine is a Cat Industrial gasengine , the article does not describe the engine , others that it is not a diesel engine .
He also states there are also busses with gas cylinders on the roof in some Eastern countries .
