Sorry but what are dry brakes ? Where are the breathers situated ?

The brakes in that axle will be oil immersed
I. E. Wet. Do not use ordinary gear oil in the axle as that will not be compatible with wet brakes. Look up the spec on line for oil, sometime even straight modern Universal Tractor Transmission Oil (UTTO) does not seem to do the job. It might be a breather problem but probably a seal, and sometimes that can be caused by bearing wear.

Older machines have conventional drum brakes, while new models have oil cooled multi-plate discs that look like a motorbikes wet clutch.

I don't have a diagram for your axle, but the breather will be on the top of the axle casing, probably near the diff. Unlikely a blocked breather would be the only problem, but would make another much worse.
