Wet liners like those used on the BMC engine should be easy enough to remove without special tools. Im told modern liners are built to tighter tolerances so you should be able to get away without measuring liner projection above deck level. You could try swapping the hydraulic lines over at the spool block so the bucket spool is swapped with the loader arm one, then see if the loader arm drops. This would help eliminate the spool block as the faulty item.

I'm going with the Whitlock as the dipper seems to be chunky enough to match. The sherman one is far too narrow.

Position of hydraulic tank on front is reminiscent of very early JCB.
Dipper on back actor looks very chunky and like it may be an extender. Could be a retrofit from a later machine.

Not sure if the Borg Warner box is a standard SAE bellhousing size. If not you may need to find an adapter between bell housing and the back of the Perkins engine block. The Perkins engines are used in lots of applications which means they are easy enough to find the trouble is they are all slightly...
