The bolts are definitely 7/16 UNC . Like Fred its thirty years since I worked on these machines, but working for an IH dealer for twenty years I don't think I'II ever forget steering clutches, it was a regular job.

Hi Wray Freds correct you will need the special clutch compression bolts to fit the assembly into the frame, from your photos it seems thatyou have some studding in place.
