The engine is sitting the wrong way round and the skip is the wrong shape for it to be a Johnson or a Fowell. Some of the Fowell dumpers seemed to have been an early form of pivot steer but with only the rear axle driven.

Is it possible that the spool valves are opposite ways around between the two machines i.e. the inlet and outlets? Instead of flow back to tank you are turning the pump into a motor?
