Another option for a repair would be to use some shim metal. Cut a strip and wrap it around the spline with some above the top of the shaft and replace the steering wheel. Is the regulator totally missing or not working? What brand of alternator / generator is on the dumpy? What are the colours of the wires? You will need to know what wire does what. It is not unusual for hydraulics to lock up when not running. Best way to compare is air brakes on a semi, no air no move. It might be a case of taking a lot of clear pics to a hydraulic place and they will tell you how to 'unlock' it so you can unload it safely. With the pic viewing in portrait mod...
