It's a water mister canon to keep the dust down.......blows a fog/mist of water across the work area downwind of where their working. Makes some noise though.

Associated British Ports at the Port of Ayr have been users of large Liebherr excavators for dock handling duites for decades. They have recently taken delivery of one of the new breed of Liebherr Material Handlers - the LH80. This is a beast of a machine at almost 80 tonnes weight.
