So what does one use? This question comes up as I've hit an interesting problem here in Australia. I used to be able to get a resin type product for coating fuel tanks (it was red) and I think an air cured epoxy type for gearbox coatings. Jeremy's idea of hiring in a welder is a good idea, when someone says "mig" one doesn't know if they mean 200 amps max at say a reasonable 60 percent or better duty cycle or 130 amps max at 20 to 40 percent duty cycle ... including bonus jumper battery leads that are almost 100A on a good ...

If the holes are few and small from rust from sitting, layering works with a mig (thick block of copper under the hole anti splatter coated to hold the weld pool as it spills downwards - for the first initial layer) ... but it has worn thin the better option is replace with a new sheet.
